Pick GitHub Copilot when you want to stay in Visual Studio Code (or another documented Copilot client), keep GitHub.com as the control plane, and buy GitHub AI Credits on Copilot Free, Pro, Pro+, Max, Business, or Enterprise. Pick Cursor when you want a dedicated AI IDE: unlimited Tab on paid plans, Agent next to the file tree, and Cursor’s own models (Composer 2.5, Grok 4.5/4.6) plus third-party models. Copilot is an assistant layered onto GitHub and your editor. Cursor *is* the editor. If you already like one of them, keep it. Pair either with an independent sidecar for review. Switch author tools only if the surface is wrong.

GitHub Copilot vs Cursor is the search people run when Tab stopped being the whole product. Both now sell agent loops: edit files, run commands, open pull requests, review diffs. The products are still not interchangeable. Copilot lives where GitHub already sits. Cursor replaced the editor.

This page is a fair comparison of those two authoring surfaces. It uses GitHub’s published Copilot plans and usage-based billing docs, and Cursor’s published pricing and models pages, as of August 2026. GitHub Copilot is GitHub’s coding assistant. In VS Code it is built into the editor: Chat view for workspace-scoped tasks, inline chat, inline suggestions, and an Agents window (preview) for higher-level work across workspaces. Microsoft’s VS Code docs describe agents as planning an approach, editing files, running commands, and iterating until the task is done. GitHub’s Copilot Chat docs name the same loop as agent mode, plus plan mode and ask mode.

Copilot is not only VS Code. GitHub documents Copilot Chat on GitHub.com, GitHub Mobile, Windows Terminal, and Copilot CLI. Paid individual plans include Copilot cloud agent. GitHub’s June 2026 billing post describes Copilot as an agentic platform that can run long, multi-step sessions across a repository, not only inline completions. Completions and next edit suggestions stay unlimited on paid plans and do not consume GitHub AI Credits.

If your team already standardizes on GitHub seats, VS Code, and pull requests on github.com, Copilot is the path of least procurement friction. You are buying GitHub’s assistant in GitHub’s house.

Cursor is a standalone AI code editor. You install the Cursor app, open a folder, and work in Tab, inline edit, and Agent. Cursor’s Agent overview describes Agent as instructions (system prompt plus project rules), tools, and the model you pick. Tools include search, file read/edit, shell, web, rules fetch, browser control, and image generation. Checkpoints snapshot files before significant Agent edits. They are local undo, not Git.

Composer 2.5 is Cursor’s own agentic model. Cursor’s models page lists it in the Cursor Models pool with Grok 4.5 and Grok 4.6. Published token rates for Composer 2.5 are $0.50 per million input tokens and $2.50 per million output tokens, with a faster variant at $3 / $15 per million. Those are list rates, not a quality score. Paid individual plans also include an Other Models pool billed at each third-party model’s API price.

If your bottleneck is “the agent should sit in the same window as the file tree, Tab, diffs, and extensions,” Cursor is the product that was built for that sentence. You leave stock VS Code. You keep a VS Code-like layout.

Fair comparison, different jobs
This is not a scoreboard. Copilot wins if GitHub and VS Code are already the stack. Cursor wins if you want the IDE itself to be the agent.

Seat prices are the easy part. Agent usage is the bill. Both vendors moved the heavy features onto credits or usage pools. Compare the list prices, then model your actual agent minutes against each vendor’s meter.

Do not convert those credit piles into “hours of Claude” unless you meter it yourself. Token rates differ by model. A short Copilot Chat answer on a cheap model can be a fraction of one AI credit. A long Copilot cloud agent session on a frontier model across many files will not. Cursor says the same thing in different words: model choice decides how fast the Other Models pool drains.

This is the actual product difference, and it is boring on purpose. Copilot lets you keep the editor you already configured: keybindings, extensions, remote SSH, Codespaces habits. Cursor is a separate app with a VS Code-like UI. You migrate the workspace into Cursor. You get Tab, Agent, and Composer as first-class chrome instead of an extension panel.

People who bounce off Cursor usually bounce on that migration, not on model quality. People who bounce off Copilot usually bounce when they want the agent to own the window, not sit in Chat. Neither reaction is wrong. It is a workspace decision.

Stay on Copilot if GitHub already pays for Copilot Business or Enterprise seats. Centralized policy, pooled AI Credits, and github.com as the PR surface matter more than Composer. Stay if you will not switch editors. Stay if Copilot CLI plus cloud agent cover the terminal and remote loop you actually use.

Copilot is also the honest default for “I just want completions and occasional chat in VS Code.” GitHub still prices that job at $10/month for Pro, with completions unmetered on paid plans. You can ignore agent mode. Cursor Pro at $20/month is a worse deal if Tab-in-stock-VS-Code is all you wanted and you already have Copilot through work.

Pick Cursor if the editor is the product. You want Agent in a side pane that can search, edit, and run the terminal without a GitHub.com round trip. You want Composer 2.5 or Cursor Grok in a pool that is not GitHub AI Credits. You are willing to live in Cursor instead of stock VS Code.

Cursor’s own usage guidance is useful: daily Tab users often stay inside the $20 Pro Other Models envelope. Daily Agent users are the reason Pro Plus and Ultra exist. If you already hit Copilot Pro’s included credits every week, do not assume Cursor Pro will feel cheaper. Meter both. Then pick the window you want to stare at.

Copilot code review and Cursor Bugbot are real features. They are also in-family. The same vendor that helped write the change will happily comment on the PR. That can catch typos and obvious bugs. It is not an independent controller. GitHub’s review path also burns Actions minutes on private repos after 1 June 2026, so finance should treat it as AI usage plus CI usage, not a free checkbox.

You still merge. You still own the diff. If “the agent said tests passed” is your only gate, you do not have a review system. You have a narrator.

Neither GitHub Copilot nor Cursor replaces independent review. If Copilot or Cursor already writes well for you, keep it. Install the Critique CLI sidecar (@critiquedotsh/cli, binary critique) and run an independent finish pass on the change. Do not rip out VS Code or Cursor to “get review.”

CritiqueCode (@critiquedotsh/harness, binary critique-code) is a different product: Critique authors in an interactive terminal session, then the controller forces local review before promotion. Use it only if you want Critique to author. It is not a Copilot plugin and not a Cursor plugin. Mixing the packages wastes a Saturday. The split is documented in Introducing CritiqueCode and in the CritiqueCode docs.

Author vs sidecar. Do not swap them.
Do not install CritiqueCode as a VS Code or Cursor extension. Sidecar for an existing agent is critique. CritiqueCode is the author binary critique-code.
